With the passing of legislation by the General Assembly in 2020, localities were granted the option to establish a law enforcement civilian oversight body with certain duties, including subpoena power and the ability to make policy suggestions. The Virginia Beach City Council voted in favor of creating the Independent Citizen Review Board (ICRB) with these additional duties in November 2021. Once the members of the ICRB were appointed and completed their training, the City Council passed a resolution to dissolve the Investigation Review Panel (IRP) and transition to the ICRB effective February 1, 2024.
