Human Resources supports the following boards and commissions related to studying collective bargaining, advocacy for human rights, and hearing resident requests for the review of investigations of the Virginia Beach Police Department’s (VBPD) Internal Affairs Office.

Collective Bargaining Task Force

Responsible for studying the feasibility of collective bargaining for the City workforce.

Human Rights Commission

An advisory board to City Council for the promotion of understanding and respect among residents, to serve as a forum for discussion human rights issues and to provide assistance to persons who believe their rights have been violated.

Investigation Review Panel

The panel's purpose is to ensure that reports and conclusions of the Police Department’s investigations involving abuse of authority or other serious misconduct by police officers are complete, accurate and factually supported.
